    Victor Neels was commander of the Vogelsang training area from 1970 to 1980, first as a lieutenant colonel, then as a colonel. He was the one who truly exemplified international understanding during a difficult time, when the Cold War was at its height and the people of Europe were only slowly beginning to connect. He was also the driving force behind many social projects undertaken by the Belgian armed forces at Vogelsang. (Source: Euskirchen District)
